Either someone has put a much stringer spring in there, or it needs disassembly. Just looking from outside won't do it. You need to get the bolt out of the gun. I would guess my C9 was maybe 5-6lbs to cock at most. Should easily be cocked with index finger.
My guess would be that either the hammer is tilting and digging into the tube or the cocking lug has worked it's way out of the hammer. (Been a while since I had my C9, but I'm pretty sure the hammer has a screw in cocking lug.
